Some clients experience delays in conformity procedures on the SABER platform, a request to complete data or documents, or sometimes a formal rejection of the request. These cases do not usually stem from a single recurring cause, but from a range of operational patterns that differ from one case to another depending on the product, its file, and its regulatory pathway.
It is important to distinguish between three different situations that are often confused with one another: a formal rejection of the request by the conformity assessment body or the relevant authority, a request to complete or correct data without rejecting the request itself, and a procedural delay due to administrative reasons or a backlog of reviews. Not every delay is a rejection, and not every request to complete data means there is a fundamental problem with the product.
Common Operational Patterns Behind Delayed or Stalled Transactions
The following observations are based on SaberVerify’s operational experience reviewing conformity files, and describe recurring patterns — they are not official statistics or a rejection rate published by the Authority or any government body. What recurs most often in practice falls within the following categories:
- Inconsistency in product data or its customs classification (HS code) across the invoice, technical documents, and conformity certificate.
- A mismatch between the actual product or model and the existing certificates or test reports, especially when there have been unreviewed changes in design or components.
- A mismatch between the available technical documentation and what the technical regulation applicable to that specific product category requires.
- Issues in the scope or suitability of the test report for the required standard and model, or its issuance by a body that does not cover that scope.
- Choosing a conformity pathway or a conformity assessment body that does not suit the nature of the product or that body’s scope of acceptance and competence for the product.
- A conflict between the shipment or invoice data and the product data registered on the platform.
These categories clarify where problems typically originate, but they do not replace diagnosing the actual case; the real reason behind the delay of a specific transaction may be a combination of more than one pattern, or a detail that only becomes apparent by reviewing the file and the product directly.
How Does SaberVerify Help Diagnose the Issue?
We review the product itself, its data, its customs classification, and the related regulatory context, and examine the available certificates, reports, and technical documents to identify where an actual conflict or gap exists. Based on that, we help determine the appropriate pathway, coordinate with the conformity assessment body, laboratory, or relevant inspection body when needed, help review and prepare the file before submission or resubmission, and support shipment readiness throughout the process.
Knowing a list of possible causes is not enough on its own; identifying the actual cause that applies to your specific product and file is what requires reviewing the case itself.
SaberVerify is an independent platform for trade compliance, and is not a government body, not a conformity assessment body accepted by the Authority, not a testing laboratory, and not an accreditation body. Reviewing requests and deciding to accept or reject them is carried out through the parties authorized to do so within the SABER system, not through SaberVerify.
If your transaction has been delayed or sent back for review, the right first step is to review the product, the file, and the notes to identify the actual cause before resubmitting.
