What is the Saudi Conformity Certificate (SASO CoC)?

Saudi Arabia is one of the leading countries that focuses heavily on conformity assessment and market surveillance programs to protect consumers from non-compliant products, and to protect local manufacturers from unfair competition.

The previous system

Previously, all importers were required to obtain a “CoC” for every shipment entering the Saudi market. It was known as SASO CoC and was issued by accredited Notified Bodies responsible for issuing the certificate.

Approved bodies used to select samples from each shipment to verify compliance with applicable Saudi standards. Factory visits were required for certain product categories only.

The new conformity system and the SALEEM program

In 2018, the Saudi Product Safety Program “SALEEM” was launched by SASO to issue conformity certificates. The program aims to ensure imported products comply with published Saudi standards and technical regulations.

Under SALEEM, SASO publishes technical regulations for categories such as detergents, textiles, building materials, paints, biodegradable plastics, and more. Products covered by these regulations are “regulated products”.

Issuing certificates via SABER

According to SASO, certificates are issued online via the SABER platform: Product Conformity Certificates for regulated products, and Shipment Conformity Certificates for both regulated and non-regulated products, with risk level classification based on product category and HS Code.

Product Conformity Certificate (PCoC) — Model approval

PCoC is required for products regulated under Saudi technical regulations and is registered/issued via SABER.

  • Register the product on SABER online.
  • Enter complete product data and select the relevant HS Code.
  • Select the certification body for assessment and approval.
  • Provide test report + quality certificate/manual + risk assessment form.
  • Provide design/specifications and product photos.
  • Factory visit for certain products only (depending on the product and the certification body).
  • Issue the Saudi PCoC for regulated products.

Shipment Conformity Certificate (SCoC)

The SCoC is issued per shipment and applies to both regulated and non-regulated products.

  • Regulated products: after issuing PCoC, an SCoC is required for each shipment to clear customs smoothly.
  • Non-regulated products: the importer signs a self-declaration, then an SCoC is issued for the shipment.

SASO conformity requirements in Saudi Arabia

  • Factory visit for Type 3 regulated products (depending on classification).

How to obtain a SASO CoC — step by step

  • Product description, technical data, and MSDS (if applicable).
  • Country of origin and shipping country.
  • HS Code (if available).
  • QMS ISO 9001 certificate (if available).
  • Product test report (if available).
