SABER Exemption Certificate for Personal & Non-Commercial Shipments

Shipments imported into Saudi Arabia that are not intended for trade or resale may be eligible for exemptions. Applications are typically submitted through the Non-Commercial Products service inside SABER to issue a Shipment Conformity Certificate for the shipment. At SaberVerify Documentation, we help you confirm the exemption reason, prepare documents, and submit the request accurately and quickly.

What is a SABER exemption certificate?

Products and shipments imported into Saudi Arabia that are not intended for commercial trade or resale in the Saudi market may receive certain exemptions to allow entry into the Kingdom.

You can access exemptions through SABER by applying under the Non-Commercial Products service, and issuing a Shipment Conformity Certificate for products that are not intended for trade or resale.

✅ If the product is for commercial purposes (resale), you will most likely need the standard commercial certification route in SABER. For repeated imports, it may be better to issue product conformity certificates to avoid future delays.

Who can apply for the Non-Commercial Products service?

  • Companies with a SABER account: can access the same service using their existing login.
  • Individuals: can create a new account to access the Non-Commercial Products service.
