PCoC and SCoC are two distinct certificates within the SABER system, and each serves a different purpose depending on the conformity stage and the requirements that apply to the product and the shipment. Confusing the two, or assuming that one replaces the other in every case, can lead to an inaccurate understanding of the required pathway.
What Is PCoC?
The Product Certificate of Conformity (PCoC) is linked to the product or model itself where this pathway applies, and is issued through a conformity assessment body accepted by the Authority after reviewing the relevant requirements and documentation. It is not issued by SaberVerify or by the manufacturer itself.
What Is SCoC?
The Shipment Certificate of Conformity (SCoC) is linked to a specific shipment and its actual data, and is completed according to the requirements that apply to the product and the shipment. Under the currently published requirement, the shipment certificate must be issued before the customs declaration is submitted for imports. For more detail on this requirement and when you need it, see SCoC in SABER: When Is It Required and What Are the Requirements?
When Do You Need Each Certificate?
There is no single answer that applies to every product or every importer. Some products need both pathways together, while others may follow a different arrangement depending on their regulatory status and the documentation available for them. Determining what actually applies to a specific shipment requires reviewing the product and its file, not just the certificate name.
How Does SaberVerify Help?
We review the status of the product and the shipment to determine what actually applies to them, and help review and prepare the file and coordinate with the conformity assessment body or other relevant parties when needed, while supporting requirement readiness before shipping procedures begin.
SaberVerify is an independent platform and does not issue either certificate itself; issuance is always carried out through the parties authorized to do so within the SABER system.
To review your product’s status and determine which certificates it needs, you can complete our product requirements check form, or contact us directly. For more background on the SABER platform in general, see What Is the SABER Platform?.
