The HS Code (customs classification code) is one of the most important elements used to determine a product’s regulatory category when exporting to or importing into Saudi Arabia — but it is not the only element that determines SABER requirements. Relying on the HS Code alone to determine the complete compliance pathway can lead to inaccurate conclusions. For more detail on how to choose the correct code from the outset, see How to Choose the Correct HS Code Before SABER Registration.
What Does the HS Code Actually Determine?
The customs classification code helps identify the product’s general category and provides an important starting point for understanding the likely regulatory context. However, it does not by itself reflect the product’s actual use, technical characteristics, or the technical regulation that applies to it. For this reason, the classification must be linked to the product’s own data before requirements are confirmed.
Why Can Two Products With the Same HS Code Follow Different Pathways?
Products can share the same customs classification while their requirements differ, due to differences in intended use, technical characteristics, components, or the scope of the applicable regulation. This is why the HS Code alone is not used to confirm the final compliance pathway.
What Other Elements Factor Into Determining Requirements?
Alongside customs classification, SABER requirements are shaped by elements such as the nature and function of the product, the Saudi technical regulation that may apply to it, the status of available certificates and technical reports, and how well they match the actual model intended for export. Together, these elements — not any single one — determine the final pathway.
How Does SaberVerify Help Review the Classification?
We review the proposed or used customs classification against the product’s actual nature, review the relevant technical regulations, and help determine what applies to the product’s situation. We then explain the effect of this on the requirements and expected pathway. When needed, we coordinate with the relevant authorities to complete what the case requires.
SaberVerify is an independent platform for trade compliance, product conformity, and Saudi market-access support. It is not a government or customs authority, not a conformity assessment body recognized by the Authority, and not a testing laboratory. Determining the official HS Code and final conformity decisions are handled by the authorized entities.
