SABER Requirements for Importing Building and Construction Products into Saudi Arabia

Building and construction products do not follow one universal Saudi conformity route. Cement, steel, insulation, cladding, sanitary products, tiles, glass, and finishing materials must be assessed according to their material, intended use, and technical characteristics. Similar considerations apply to adhesives and sealants, and to fire safety products and elevators and escalators, and plastic products.

Start with product classification

Confirm the commercial name, HS Code, composition, intended use, model or grade, manufacturer, and brand before selecting a route.

Applicable technical regulation

SASO maintains several building-material regulations. The correct part depends on the product family, and some listed products also require the Saudi Quality Mark.

Technical file and testing

Prepare specifications, drawings, declarations, labels, and test reports that match the exact product. A report for one material, grade, or construction should not automatically be extended to another.

Before shipment

  • Confirm the HS Code and scope.
  • Match reports to the product.
  • Review Arabic marking where required.
  • Complete the applicable product and shipment stages.
