The SABER platform is the electronic system operated by the Saudi Standards, Metrology and Quality Organization (SASO) for registering imported and locally manufactured products and completing their conformity requirements before they enter the Saudi market or are traded within it.
SABER is used to complete the conformity requirements linked to products and shipments, depending on the product’s status and the applicable regulatory route. Among the main certificates are the Product Certificate of Conformity (PCoC), issued through a conformity assessment body accepted by SASO where that route applies, and the Shipment Certificate of Conformity (SCoC), which is linked to each individual shipment. The actual requirements differ from one product to another, so a single uniform route cannot be assumed for all cases.
Who Uses the SABER Platform?
This includes importers within the Kingdom, local factories, as well as manufacturers and suppliers outside Saudi Arabia who provide the importer and relevant parties with the product’s data and documentation. Conformity assessment bodies accepted by SASO also take part, reviewing conformity requirements and issuing certificates within their scope.
What Determines Your Product’s Requirements?
The requirements that apply to each product vary according to its nature, its intended use, its customs classification (HS Code), and the relevant technical regulation, if any. No single one of these elements determines the full route on its own; even the HS Code, despite its importance as a starting point, needs the product’s description and actual use to be reviewed and matched against the applicable regulation before the correct route can be confirmed.
SaberVerify’s Role
SaberVerify is an independent platform for trade compliance, product conformity, and Saudi market-access support. We review the product’s data and documentation, help identify the correct classification, requirements, and route, coordinate with the appropriate conformity assessment bodies, laboratories, and inspection bodies where needed, and support product and shipment readiness before the process begins.
SaberVerify is not a government entity, an accepted conformity assessment body, or a testing laboratory. Conformity certificates are issued through the bodies authorized to do so within the SABER system, not through SaberVerify.
