What is the SABER platform?

SABER is an electronic system launched by the Saudi Standards, Metrology and Quality Organization (SASO) to regulate product registration and conformity verification in line with Saudi technical regulations. It is used to issue Product Conformity Certificates and Shipment Conformity Certificates based on product classification.

How does the SABER system work?

1) Products subject to technical regulations (high/medium risk)

These products are regulated and usually require conformity assessment by an approved Conformity Assessment Body (third party), then issuance of a Product Conformity Certificate. They may fall under pathways such as: PCoC, Quality Mark, Gulf Conformity Mark, or recognition certificates for certain categories.

2) Products not subject to technical regulations (low risk)

These products typically do not require a Product Conformity Certificate, but may require a declaration / simpler procedures, then issuance of a Shipment Conformity Certificate for the shipment.

Steps to issue certificates on SABER

  1. Log in to the SABER platform and add the required product data.
  2. Identify the HS Code and the technical regulation / category accurately.
  3. Select a Conformity Assessment Body based on its scope.
  4. Upload the technical documents and required reports, and follow up on assessment remarks.
  5. Approve and issue the certificate via the platform (typically valid for one year per product).
  6. Pay fees through the official channels inside the Kingdom.

  3. Enter shipment details (models / quantities / barcode when required).
