SABER Certificate Support for Saudi Market Access

SaberVerify provides independent support for manufacturers, exporters, and importers navigating SABER product registration, conformity requirements, Product Certificate of Conformity processes, shipment readiness, and Saudi market access.

Why Product Evaluation Comes First

The first step is not choosing a conformity assessment body or filling out a form on the SABER platform — it is reviewing the product itself: its nature, its intended use, its HS Code, and the technical regulation that may apply to it. This review is what helps determine whether the product needs a Product Certificate of Conformity (PCoC), whether different regulatory requirements apply depending on its status, and what documents and tests should be reviewed before starting the procedure.

The HS Code alone does not determine a product’s requirements. It is an important starting point, but confirming the correct pathway also requires reviewing the product’s description, components, actual use, and its match with the relevant technical regulation. Not all products need the same certificates or the same documents — requirements differ from product to product depending on its regulatory status.

What SaberVerify Reviews

We review the product’s data, description, use, and its proposed or currently used HS Code, along with the scope of the relevant technical regulations, to identify the likely regulatory context and requirements that may apply to its case. We also review the available technical documentation and test reports and identify any gaps that need to be completed or reviewed before starting the procedure.

Why Requirements Differ From One Product to Another

Products subject to technical regulations may require a conformity route that includes a Product Certificate of Conformity (PCoC) through a SASO-accepted conformity assessment body, while other products’ requirements vary depending on their regulatory status. Even among regulated products, the documents and tests required differ depending on the applicable technical regulation and pathway, so we do not rely on one standard list of documents or a single pathway for every case.

Once requirements are identified, we coordinate with the appropriate conformity assessment body within its scope of acceptance for the product, and with labs or testing bodies when additional test reports are needed, following up on remarks until requirements are completed. We also support shipment readiness before customs clearance by reviewing that invoice and product data match the issued documents.

For a faster evaluation of your product’s case, it helps to provide us with an accurate description of the product and its use, its HS Code if available, clear photos of the product and its label, and any previous test reports or technical documents. This information helps us begin an initial review — the final documents required are determined after reviewing the product’s own case and its applicable technical regulation.
